Leading market access and health transformation agency, Conclusio, is pleased to announce the appointment of Dr Steve Lloyd to the role of Clinical Director. This will further strengthen its core team and panel of NHS subject matter experts.
Steve comes to Conclusio with a rich clinical background. Following an initial career-stage as a maxillofacial surgeon, he entered general practice spending over 20 years as a GP in Derbyshire. Concurrent with this, he was Chair of NHS Hardwick CCG from inception in 2012 until 2018 with the merger of the four Derbyshire CCGs to form NHS Derby and Derbyshire CCG. At this point, he accepted the role of Executive Medical Director for NHS Derby and Derbyshire Clinical Commissioning Group (D&DCCG) - now Derbyshire ICB. Here he led and had budget responsibility for Primary Care Co Commissioning and Quality, Medicines Management and Clinical Policy, GP IT infrastructure, and developing a bespoke Clinical Leadership structure alongside Strategic Long Term Conditions Commissioning. He also has increased his experience in other clinical lead roles, including substance misuse, and urgent and emergency care provision. Steve was also the executive SRO for the award winning COVID-19 vaccination and community treatment programmes across Derbyshire.
Steve’s appointment continues to build on Conclusio’s service portfolio as it develops its new clinical service and engagement offering and expands its client-base in the Pharmaceutical and Life Sciences Sector.

Steve’s areas of focus will be developing training packages, supporting industry with its engagement across the NHS, and inputting to value propositions and budget impact models. One of Steve’s first engagements will be supporting Conclusio’s work with the Pharmaceutical Industry in lobbying for an equitable and sustainable alternative VPAS model.

As Medical Director of D&DCCG, Steve ensured it commissioned high quality, outcome-based clinical services for Derbyshire’s population. He also had a strategic lead role in shaping the formation and operations of the successful, successor ICS. Steve continues his work as a sessional, operational clinical lead for Derbyshire Health United out of hours provider and remains a council member for East Midlands Clinical Senate.
Away from work, Steve has worked as a Medical Adviser, Trustee and Chief Expedition Leader for the British Exploring Society at the Royal Geographical Society; he continues to lead youth development expeditions. Steve holds a number of Fellowships, including the Royal College of Surgeons of Edinburgh, the Royal College of General Practitioners ,the Royal Geographical Society, and the Royal Asiatic Society. He has been a serving Officer in the Royal Air Force Medical Services Reserve.
